Probably a faulty cap vent. With the filler positioned low behind the license plate, all kinds of wierd stuff can happen ranging from to "siphoning" to expansion of gasses . . . yes, even with the tank half empty.
Remove the cap and try to blow through the little hole in the backside (use a piece of fuel or vacuum hose if putting your mouth directly on the cap disgusts you). It should be possible but a bit difficult to force air through the vent valve. Now try to suck air through it: you should still feel resistance, but less so than when blowing through it. If you do not obtain these results, replace the cap. A cap which you can blow or draw air through easily (or not at all) is faulty and will cause all sorts of oddball problems.

One thing to check is whether the tube where it connects to the tank is loose/cracked (the soldered joint). It took a while for me to figure out that was going on when the tank was more than 1/2 full and dribbled on the garage floor. I dropped the tank had the nipple resoldered and cleaned and relined the tank. Not a problem since. Fred
