The "proper" size of 14" tires to replace the old H78/J78-14 and 8.55-14 tires is the P225/75R14. As far as I know, this size is now unobtainable other than through the classic tire dealers like Coker. Even the P215/75R14 size is disappearing (Hankook is one of the few companies still making the 215s).
Based on the DOT numbers in the picture it looks like these were made in 2006 - but these might be worth a look anyhow.
I am starting to see C bodies and other large 1960s-era cars for sale on Ebay and elsewhere with the wrong size (too small) 14" tires. Not only does this promote poor performance and safety, but the cars look like elephants on roller skates with them. It is truly a sad state of affairs with regard to finding reasonably priced (and whitewall) tires for these cars.

I do not know when the C-body cars went exclusively to 15" wheels and tires but my 66 Newport and many later C-body cars came with 14" wheels and tires from the factory.
Often the really big cars (Imperials and station wagons) had the 15 " wheels and 15" wheels also came with front disc brakes.
Note that now with so many people upgrading to front disc brakes and also the poor availability of 14" tires for these cars, many are switching to the 15" wheels/tires.
