Not that I'm aware of. Federal safety standards required some type of padding. 68 models had more of a dash pad than 65. As the years went on the dashes had even more padding as safety guidelines expanded.

Does the Dash pad unbolt from the 65 & 66 Furys? Can the padding be removed from a padded 65 - 66 Fury dash and have a dash that looks like the unpadded dash?

The padded dash was OPTIONAL on all '65 Furys and STANDARD on all '66 Furys. I'm willing to stand corrected, though.

The dashboard itself was the same in '65 and '66. The dashboard for the padded dash has a ton of small holes in it. The dash pad was attached to the dash with those little "pretzel" pop-in clips, like the ones you see for door panels.
If you have a padded dash and the pad is shot, as are 99.9% of them, popping off the pad and filling the holes is a whole lot of work because you can't get to the holes without removing the dash (which I THINK (?) is welded in or removing the windshield. AMWIK !stars

Ah, a topic I know well.....
I personally have never seen a 66 without pad.
I currently have for sale, cheap, a 65 dash that is padless and always has been. Why no one has bought it I can't imagine. It's also 'rare' in that it has factory AC vent holes.
On either year you can remove the pad and fill in the holes. There are not so many that it is a big deal, but yes the dash and windshield must be removed from the car.
The dash in the pic above is a filled-in dash.
The reason I know all this is I first installed the 65 frame in my 66 and was proud of myself until I learned there are minute differences in the two years which precludes the use of a 65 frame in a 66 unless you change everything that is attached to it as well. So, I had to pull the windshield and swap out the dash frames.
Can't remember. So is the dash welded or bolted in? What were the differences between the 65 and the 66 that you can recall since we are on the subject.
66 dashes are bolted in and the easiest way to get it out is remove the windshield. There is one bolt above each kick panel that needs to be loosened and about 7 small bolts in under the windshield gasket that need to be removed. The speedo is different as are the trim around the gauges, but as far as i know the actual dash frame and pad are the same
strangely enough i didn't take pics after i reinstalled the finished dash, guess I'll have something to do this weekend
