Lowering Blocks? What the. . . .
The rear axel sits directly on the springs in a 70. If it's a 71, it has insulation bushings. You can't just take them out without filling in the voids. The rear will shift around.
Are these new springs? If they are, were the front perches put in upside down? Are they the correct spring? Seems to me the 70's had 5 leaves. 8 leaves were Police and taxi. If you have 8 leaves, you can take a couple out.

I made a set of lowering blocks for my first '68 Fury out of 2" square steel stock. Drilled a 1/2" hole in the bottom and put a 1/2" stud in the top, to line everything up. I had to procure a set of longer U-bolts and it worked like a charm!

Yeah lowering blocks, ever heard of them??? Simple and affordable. Pulling springs will just put more stress on the ones that are left in there. Which can lead to spring failure.
