Emissions device. Fuel vapor recovery. All vapor was collected and routed to the crankcase where it would be burned via the PCV system. Small tank in rear allowed vapor to condense back to a liquid and drain back into tank. If fuel tank and cabs bowl were emitting vapor , it was piped to the crankcase. Hence the two lines running forward. Should be a breather on right valve cover with multiple hoses connected to it.

It looks like you ran across a California car. My 72 Imperial came from LA and has the same setup. The reason there are 4 lines going from the vapor separator into the tank is to have a vent at each corner. That way no matter how the car is sitting there is at least one vent above the level of the fuel.
Since you're on Oz and therefore standing on your head, all bets are off. [ Edited Sun Jan 15 2012, 10:25PM ]

I've got the exact same tank/plumbing in my '71 300 - The dealership I bought it from said the first owner was a little old lady in Salina, KS. I'd be surprised if my car came from California - guess I should do a little research.
