Just a point of information.
Last September, I took out a Subaru with my right front fender on the 71F3. Well, last January, I replaced the Right front fender. It started to get cold as the day progressed, so I rushed the finish of the job. I left one of the support brackets on the RF disconnected and slammed the hood. It's been that way since. Seemed like everytime I hit a bump, the front end was like a bowl of Jello.
Now mind you, the other 2 brackets on that side were installed properly.
To make a long story short, I finally got the F3 down to the Garage for some long needed maintainence and minor tinkering. While there, I connected that rod under the horns. I was amazed at how much of a difference that lousey single rod made in the driveability of the car. No more shaking.
So if you don't have all of them installed, do so. It will make all the difference in the world

You should read "Wheels" by Arthur Hailey you'll never leave another part off. He gives excellent insight into how Detroit worked in the late sixties, it's only gotten worse. Bean counters have been ruling the automakers since Henry Ford was an upstart.
