Before you replace the headlight switch, check the dimmer rheostat first. On our cars with stand-a-lone dimmers the light switch unit rarely fails. While you are checking lights, take a close look at the floor mounted dimmer switch. They collect dirt and water and corrode to cause all sorts of head-light problems.
To change the dash switches you have to remove the plastic cover panels. First remove the knee panel that runs under the steering post. Next remove the top light panel that is mounted under the dash pad overhang. Now you should see a couple of screws top and bottom of the cover panel. With all this removed you can see how the switches are attached. Wear a long sleeve shirt to protect your arm when you reach up behind to disconnect the wiring harness from the switches.
The first time you pull all the panels is a little bit of a challenge, but after you know where all the screws are its a piece of cake!
Whatever you do go easy on the panels, the plastic is brittle after 40 years. Even more important, do not over tighten any of the screws, especially on the knee panel to avoid pulling the screws through the holes.

Pulling the wheel was a good idea, but you should not have touched any wires in the column. The head light and dash light dimmer system is in the dash to the left of the steering column, and the dimmer switch for high low beams is on the floor. Flashers and turn signals, though conected to each other, are not in the same circut, as dash lights... a 69 fury should have the headlight switch in the dash, and a thumb wheel dimmer switch right next to it.. If your dash board lights are the problem, then I would bet a wooden knickle you have a bad ground under the dash. I removed the steering wheel and the system of flashing but I can not replace all....
can you help me? I can't help with this as my current cars are 68 and 65. Hopefully some one here with a 69 can help you get your column back together. Might try to look up wiring diagrams for your particular application. i.e. I entered this ; "69 plymouth fury dash wiring diagram." in my computer and got this
